Industrial Development and Regulation Bureau

To separate the industrial regulatory affairs from development and operational functions, the Emirate’s Executive Council has recently approved the establishment of an industrial development and regulation bureau which will serve as the reference point for the industrial development in the emirate. The Bureau will oversee the implementation of Abu Dhabi industrial strategy, monitor the performance of the industrial sector and catalyse economic development by implementation of policies, plans and programmes related to the sector. It will also be in charge of the management of industrial area master plans.

The Bureau aims to foster competitiveness in the industrial sector and facilitate the work of concerned parties, especially investors, by reducing and improving the government procedures and providing a single contact point for all services, information, applications.

How to Establish an Industrial Project in Abu Dhabi?

In its effort to create a favourable investment climate and streamline the industrial licensing process, Abu Dhabi has introduced a single window system known as One Stop Shop (OSS). Both Higher Corporation for Specialized Economic Zones (ZonesCrop) and Khalifa Industrial Zone Abu Dhabi (Kizad) are implementing OSS system in their premises.

The OSS programme of ZonesCorp aims to provide all required services such as industrial land acquisition, licensing and other related procedures and services from one single point of contact. With this system, investors can simply fill out the application form at any of the ZonesCorp counters or online. ZonesCorp will forward the application to the concerned entities, reserve the industrial land and get the environmental permit from the Environment Agency – Abu Dhabi (EAD). Investors can also process the construction permit and obtain a preliminary approval before the permanent licence is issued.

The OSS programme also offers access to ZonesCorp’s Foreign Labour Service (FLS). In collaboration with the Ministry of Labour, Health Authority – Abu Dhabi (HAAD) and the General Directorate of Residency and Foreigners Affairs (GDRFA), OSS service helps investors recruit the required manpower and obtain visas and work permits without any delay.

Similarly, Kizad has launched an OSS service aimed at helping businesses speed up the process of obtaining the necessary permits, licences, approvals and clearances from the government bodies and licensing authorities.

Investors can obtain all required information and services related to establishing businesses within the zone from a single point of contact. In addition, the Business Development and Customer Relationship Teams of Kizad assist investors in finding the right plot for their businesses.

Investors wishing to set up a business facility in Kizad first need to fill up an Industrial Project Application (IPA), Logistics Project Application (LPA) or Pre-Built Warehousing Application (WLA) form depending on the type of facility or operation.

Industrial Zones and Areas in Abu Dhabi

The Higher Corporation for Specialized Economic Zones (ZonesCorp) manages several industrial zones across Abu Dhabi Emirate.The existing industrial cities managed by ZonesCorp include Industrial City of Abu Dhabi (ICAD) which is located 30 kilometres from the heart of Abu Dhabi city and Al Ain Industrial City (AAIC), located 20 kilometres from Al Ain city centre.

The existing zones of ICAD are ICAD I (dedicated to heavy-to-medium manufacturing, engineering and processing industries), ICAD II (light-to-medium manufacturing, engineering and processing industries) and ICAD III (light-to-medium manufacturing). The future zones in ICAD project include ICAD IV (technology and light industries) and ICAD V (Automobile Industry).

Al Ain Industrial City (I and II) is dedicated to light-to-medium manufacturing, engineering and processing industries.

As part of the Emirate’s efforts to take industrial development to far flung areas including the Western Region cities, Abu Dhabi is working on the development of new specialised industrial zones and industrial infrastructure in the Western Region. The new industrial cities in the Western Region include Ruwais industrial city and Madinat Zayed industrial city. The industrial city in Ruwais will come up on an area of 14 square kilometres serving such industries as chemicals, petrochemicals, plastic, cement, oil and gas, construction materials and logistics.

The industrial city in Madinat Zayed will be set up on an area of 5.2 square kilometres. It will be dedicated to oil and gas services, food industries and logistics.

With the completion of the two new industrial cities in the Western Region, the total land area under the management of ZonesCorp will increase to 143 square kilometres.

Mussafah Industrial Area

The Mussafah Industrial Area, situated 30 km from the Abu Dhabi city centre adjacent to Mussafah Port, is managed by Abu Dhabi Municipality. It covers 14 km² and is made up of six varieties of industrial zones based on their activities.

Zone 1: Automobiles, Machineries & Spare Parts shops
Zone 2: Food, Textile & Soft drink manufacturing
Zone 3: Engineering works, Wood and Herbal Industries
Zone 4: Chemical, Plastic & Petrochemical Industries
Zone 5: Building & Construction related materials
Zone 6: Advanced Technology Industries

Khalifa Industrial Zone Abu Dhabi (Kizad)
Developed by Abu Dhabi Ports Company (ADPC), Khalifa Industrial Zone Abu Dhabi (Kizad) is one of the vital projects within Abu Dhabi Economic Vision 2030. Kizad is located within Khalifa Port, one of the world’s most advanced deepwater seaports and the main commercial port of Abu Dhabi. It offers a world class transportation infrastructure including sea, air, roads and rail network to ensure easy accessibility to and from the industrial zone. The targeted business sectors include petrochemicals, steel, pharmaceuticals, life sciences, chemicals, biotechnology, metals, food and beverages, logistics and transportation. Kizad also offers renewable leasehold for a period of 50 years (Musataha agreement) which allows investors to legally own all assets developed on their plot.

Al Ruwais Industrial Complex

Al Ruwais Industrial Complex, located about 240 km west of Abu Dhabi, was developed by Abu Dhabi National Oil Company (ADNOC) and hosts a number of petrochemical industries. It includes an oil refinery plant, natural gas liquids fractionation plant, a fertiliser plant, a marine terminal and sulphur handling terminal.
